Whether it is the earthquakes and tsunami in Japan, with the attendant leak of radioactivity from a nearby nuclear reactor, or civil unrest and upheaval in Egypt, Libya, Bahrain, Yemen and other countries, recent events are grim reminders of how violent and uncertain the world can be. The world’s governments are not alone in their efforts to react and respond to these crises.
